The project originates in the Kilmainham/Inchicore Integrated Area Plan published by Dublin City Council in 1998. It forms a new gateway to St Michael’s Estate, Inchicore, where the entrance from Bulfin Road connects with Emmet Road and the city beyond. It includes a mix of house and apartment types as part of a larger programme of works to regenerate the estate and convert it from a ‘low demand’ to a ‘high demand’ area. It provides 51 units with 102 bedspaces at a density of 179 bedspaces per hectare.

The housing is intended for occupation by the elderly and has been designed in accordance with the ‘Social Housing Guidelines: Design Guidelines’ published by the Department of the Environment and Local Government in 1999. Space standards have been modified where necessary to meet the requirements for lifetime accessibility in accordance with ‘Meeting Part M and designing Lifetime Homes’ published by the Joseph Rowntree Foundation.
